Minutes Background: During the April 3, 2007 Town of Belgrade Selectpersons’ Meeting, Pat Pow, a member of the Board of Library Trustees, gave a presentation to update the Selectpersons on the progress that the Friends of the Library and Library Board of Trustees are making on their “new” library building and a slideshow on the Town of Searsmont’s new ”combined” library, museum, and municipal office building. As a result of the presentation, the Selectpersons agreed to establish an ad hoc “Building Committee” with the purpose of investigating the location, costs, feasibility, and desirability of the Town of Belgrade entering into an effort similar to the Town of Searsmont, i.e., building a new joint library, museum, municipal office building. Because the Friends of the Library and the Library Board of Trustees are moving rapidly to establish a new library building, the Selectpersons requested me to identify a limited group of people as members of this ad hoc committee. Membership to the committee is limited to approximately six to nine Belgrade residents representing (to the extent possible) all of the various groups/areas within the Town. The Town Manager will act as an advisor to the committee. The ad hoc Building Committee is: • To provide a recommendation to the Board of Selectpersons as to whether or not the Town of Belgrade should proceed jointly with the Friends of the Library and the Library Board of Trustees to build a combined building to house the library, a museum, a food pantry, and the municipal offices. If the recommendation of the Building Committing is to support the building of a multipurpose building, then the Selectpersons request that the Committee provide the following: • A recommendation on the location for such a building, • An analysis of the space required,
estimated costs to build the structure, and • A draft public education campaign to inform the citizens of the Town of Belgrade about the need for and benefits of such a building to its citizens, the costs to build the structure.
