Board
of Parks and Recreation Meeting Present: Bob Steinberg, Jean Dalton, Kathy Horton, Jean Saucier, Jessica Moore, Sue Perrino, Carrie Brennan, Amy Bernachez, Jen Hall, Linda Bacon Called to Order: At 6:05 by Jean Saucier. Jean asked if there were any volunteers for the position of Chairperson or Secretary. Jean will continue as Chairperson. Linda took minutes for this meeting. Public Comments: None Approval of November 8, 2006 Minutes: Board briefly reviewed; Kathy Horton made a motion to accept the minutes that was seconded by Jean Dalton and approved unanimously. Board Member Applications: Mike Atwood’s application to be on the board has been approved by the selectmen. Director’s
Report: Jessica reviewed her report and clarified details as needed.
A picture of the exterior bulletin board being purchased with donations in the memory of ___________was shared. Jess has been shown how to get the generator started as it does not come on automatically. Jess is cleaning out storage spaces; please indicate any meaningful donations (due to donee considerations) that should be kept. Security continues to be of concern, particularly when only one person is present in the facility. A no loitering sign will be posted and a ‘panic’ button is being considered. Lynn Bailey will teach a self-defense class in the future. The new draft of the After School Enrichment Program flyer was discussed. The facility will be open for vacations and teacher workshop days. The question of being open for snow days and early release days was addressed. A motion was made not to be open those days because the uncertain nature of stormy weather made proper planning too much of a challenge. The motion made by Jean Saucier and seconded by Kathy Horton, was unanimously approved. Gymnastics is done for now. A draft of the Tobacco Free Policy was discussed and modified. A motion to accept the wording changes made by Jean Saucier and seconded by Kathy Horton, was approved unanimously. Jean will bring it to the selectmen. The gym will be open on Saturdays from 1 to 5; it is available during library hours if a responsible adult clears the use with Jess in advance. Jess is working on a “GREAT” grant proposal. There will be a budget contract discussion this Friday (15th) at 3:30. A multi-year contract is being proposed. There is concern that the Rec. Board has not been in on some of the preliminary discussions to brief the new Town Manager as to last year’s process. The may be re-negotiation of the Alfond Fiscal Year to be from April to December to facilitate budget process with respect to the town’s Fiscal Year. Changes to the financial terms (amount paid by taxpayers, receipts, etc.) are also being considered. Movie’s with Santa night will be held the evening of Friday 15th.
